Add a Custom UI to Custom Admin Menu without creating a module

Sometimes a custom UI is needed for a specific site, and you don’t need it to show on other sites. Now we have custom Admin Menu, would be useful to be able to add an item to the menu which opens a front-end page in an iframe, without needing to create a module.

You’d still set up the page exactly as in a module, with the same security settings I think?
