Allow WebApp Layouts to be structured with wrapper/item files like modules.

This would help make WebApp Layouts more re-usable. Currently the "wrapper" part of the layout needs to sit in the Page itself, making it more difficult to make layouts completely self-contained as they need to be when sharing them through tools like SiteBuilder.
