Browse file' option when inserting link

When using the visual editor would it be possible to include a 'browse file' button to add a link to an internal file link in the build.
We have clients who are uploading links to PDF documents in their build and have to go through the process of:

• uploading the file
• open 'download file' window to copy url
• go to page and open visual editor
• add link and paste in file url
  It would be nice if they could upload and link to the file in the same process
