The way this was handled in BC was that you could set up Workflows with multiple email recipients. Then, you could assign a workflow for that particular form submission based on some Javascript code.
Use IDs to prevent revealing the address front-end.

    I want to make sure that I'm clear on which field I want the workflow to modify. It's the "To:" field (and perhaps the cc: and Bcc) field(s) in the Form Workflow tab. See the attached screenshot. At this point, the Workflow is really not a workflow. It's just a single email address or a set of email addresses that receive notification that a form has been submitted. I would like a true workflow manager that can be modified programmatically or using forms or webapp data.
