Forms Alternate Default Layout

Please could we look at implementing a cleaner default layout for forms? A lot of the time we are just creating custom layouts so that we can strip out the columns and h2 tag; if we had a cleaner default version we wouldn't need to do this and it would allow our customers the ability to edit their forms and have the changes implemented straight away without us having to amend our custom layout to show the changes.
