Issues with CLI / Visual Editor / Page Builder

1 - static imported files - included doctype html in header 
2 - Go to Visual Editor
3 - Edit text in Visual Editor - did not save
4 - Return to Page builder - header info no longer visible - info like the page view, stripped out
5 - Saved page, and viewed in browner. Page no longer linked to CSS, etc.
