Kirk raised this issue, In some cases, Menu Builder does not correctly update the Menu Items. This causes them to sort by Last Created Date, instead of their order in the Menu Builder UI.
We implemented a new Menu Builder UI and haven't had any reports of issues since then. If you see an issue in the future please reach out to support.
