Portal - User Roles - Allow Agencies to create User Roles for Clients - for assigning to other Client Users

Allow agencies to create roles which belong to their clients, and can be assigned by client users (who themselves have an admin-like role) to other new and existing client users.

Currently Agencies can assign roles to client users and invite client users, but if clients try to invite users, they can only assign default roles or create their own roles from scratch.
