Sites - Usage Overview

Add a new column to the sites list within portal to show the current usage status of a website (“Within Limits”, “Approaching Limit”, “Over Limit”)
This will allow a quick overview of usage without going into each site individually
Clicking the cell will display a modal with more information about that site such as each metric and their limit
