Switch order of menu for tailwind vars and custom css

I think it is more logical to put variables before custom CSS in the tab menu when present. Variables would normally be defined first.

Also please add tooltips (when Tailwind only) for explaining some best practice for custom CSS and variants. E.g. for custom CSS link to the cascade layers docs.
