Visual Editor - Exiting Fullscreen removes all page functionality

Opening the fullscreen mode of visual editor and then closing it does not close correctly.

Instead of reverting to the previous view the Visual Editor bar appears at the top of the page but an overlay is taking over and overriding all page layer functionality.

Steps to reproduce:

• Open Visual Editor Beta
• Click Full screen
• Click exit full screen
• Try and use anything else on the page and you'll see you can't, I hope.
