Disabled Category Detail Page 404 styling

When category detail pages are disabled, and somebody visits the link they would use if they were enabled, the 404 page (actually the 404 partial) has no Page Template so is not styled properly.

We should either use the site’s default template here or redirect to the 404 page if the root category’s detail page is disabled.
